In general I think that for Impress/Draw the default layout we have now is not
perfect and we have better solutions.

I tend to use the tabbed compact toolbar layout as default for Impress and Draw
for two reasons:

1. Cause the UX is better than the existing UX
2. To show our users that we have also an tabbed layout
3. (Cause MS offers an simplified tabbed layout)

Martin gives the reason in comment 2 why we prefer the sidebar. And Andreas
provides an alternative in comment 6 additionally to checking View > Toolbars >
Text formatting.

Notebookbar had an extra tab (context-text) for text formating.

In default two line layout I don't understood why there is NO text formating
toolbare when you are in a text field. Have as second toolbare all the drawing
stuff is nice but general you have also text on your presentation instead of
shapes isn't it?

If you have to use the sidebar, than you can also switch to single line toolbar
or sidebar layout toolbar.

We still support the "classic" toolbar layout.
It's still the most complete and customizable solution, the only one with
extension support etc.
So improving it is still a priority, at least to me.

The only solution that makes everyone happy is the Notebookbar. Going back to
previous layouts is a regression and WONTFIX the problem.

Currently (5.3), in Impress, when editing a text box, the text formatting
toolbar appears. On systems with a narrow screen, the result is that the
toolbar appears below the toolbar and pushes the whole content down. This is
very disruptive for the user as the text box they are editing is shifted down,
and perhaps off the visible window. What is needed for there to be a way to
stop the text formatting toolbar from appearing when text editing is selected.

Enabling the text formatting toolbar generally results in it disappearing after
the first text edit and we are back to the appearing and disappearing toolbars.
