In LibreOffice, this dialog appears if you go to Tools > Options > Security and
click the “Certificate” button

And the “Add” button should be in its own row, below the list box, because it
is not a global dialog action.

This is an easy hack. The dialog file is cui/uiconfig/ui/certdialog.ui; just
edit that in Glade.
