This problem is probably due to a property of text boxes called 'anchor' well
described here:

https://ask.libreoffice.org/en/question/26909/does-text-centering-work-correctly-in-impress/

It is likely that the title textbox lacks the 'Full width' option.

Still in 6.3.0.0.alpha0+ (fdc91f7493171ae600ecb293ad380df5fa77a277), and
already existed in 3.3.0, when checked with a file generated in a later
version. If the file itself is broken, then it's a different case.

If you want to do more to help you can test to see if your issue is a
REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your
bug pertains to a feature added after 3.3) from
http://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword

   CPU threads: 8; OS: Windows 6.19; UI render: default; 
   Locale: en-US (en_US); Calc: group

Yes! It seems something like a default value. I tried it on LO 5.4.2.2 and it
doesn't have any effect on text alignment to 'Click to add Title'
