I don't really agree with the explanation, View menu is shorter than other
menus. 
But I don't oppose to closing the bug because I don't use those hidden fields. 
We should have users say what they think, are they satisfied with Tools-Options
(not likely) or they still prefer View menu or toolbar icons.

Its an advanced feature and had a misleading label.

There is no haste involved, and documentation will always lag behind.

Which purpose, where's it explained?
I can't say if it's justified or maybe opposite was better, to have both View -

Believe it slipped in during work on bug 107658 to decouple Hidden Text &
Paragraph from showing with the Formatting marks--but present in a sub-menu on
the View menu. Required new UNO command for Hidden Text -- bug 107722

Should be simple to restore it somewhere about

Meanwhile, the display of hidden Text and Paragraphs is toggled by check box
from the Writer Formatting Aids (Toolls -> Options -> LO Writer -> Formatting

"View - Hidden Paragraphs" is there in 5.3 but I don't see it from 5.4. Also
mentioned in bug 5.
