The problem is if we have text with normal character and combining character in span, then LO shows combination of two characters as if there were no anchors. So not like in your screenshot, where it is inside it. I suppose I set to NEW, purely by observing the file. In 3.6.7, the bottom paragraph looks the same as the top.
