This bug has been in NEEDINFO status with no change for at least
6 months. Please provide the requested information as soon as

Draw already has implemented the ShapeStyle feature. Enriching it with a 'Wrap'
properties feature (disabled in Draw) and implementing the 'Shape' style family
also for Writer should allow for next to everything anybody's heart may desire.

Alas! It may not exsactly be an easy hack, and it may come with lots of
compatibility issues (probably not only concerning MS, but also ODF?). 

It should surely be a basket of sweet cherries, however.

Advocates of "as character" (including me) do exactly want this sticky
behavior. By no accidental means the image should move around. So what we need
is an option how these things are handled satisfying all users.

My rationale:

1 - With anchor as "as character" it is not possible to move the image around
the page to play with its position. If an user wishes to move an image around
the page in a horizontal axis "as character" blocks this and may be frustrating
to novice users.

2 - With anchor as "To Page", if an user wishes to change the position of one
page to another, it's not possible which may also lead to frustration from
novice users that might not understand the anchor concept.

3 - With anchor as "To character" an user can freely move the image around the
text, and easily play with the Wrap options. However, if an user than decides
to create a paragraph in the anchored character it will change the image
position. This may demand the user to reposition the image.

4 - With anchor as "To paragraph" the user can also freely move the image
around the text and play with Wrap options. if the user accidentally creates a
new paragraph in the middle of the paragraph with the anchored image the image
retains it position. It also allows the user to move the image to other pages.

IMO the best default option (least confusing for novice users) is the "To
Paragraph" options - it gives as much flexibility as "To character" but
presents less risks of messing up by creating accidental paragraphs.

Default wrapping style in Word 2019 is In Line with Text.
For Text Wrapping this is equivalent to the None option in Writer.
Word 2019 does not have any anchor active by default as well.
If you have Word (even 2016) you can check this:
1 - Insert an image in word document,
2 - On Picture Format tab. Position and Wrap Text options are both off by
default.

This allows the user to move the image around freely in the document, showing
with the text cursor where you will place the image - I believe it treats the
image as a character but it does it differently from Writer. 

I agree with Regina that the default anchor option should not be "as
character".
This is not how Word 2019 (equivalent to latest Office 365) does, it provides
no flexibility to the user. 
I would suggest to either use anchor "To Paragraph" or "To Character" as
default.

First you need to decide the default anchor type. The patch
https://gerrit.libreoffice.org/#/c/75091/2 changes it to "as-char". Which
already leads to bug 126247. I do not agree with "as-char" and I'm afraid that
this change will lead to many bug reports because "the image can't be moved
anymore".

There might be a difference between older Word versions and the current Word
365.

Andreas: Do you have access to a current Word 365 to compare it with Word 2010?
The "Wrap Text" drop-down list has an option "Set as default layout" in Word,
and I do not remember whether I have changed it or not. I have described the
behavior of "my" Word 365 in comments in gerrit.
