Maybe the problem is "4. change either width or height and note that other
paremeter does not change".
If you just type a new value the other one will not change until you press
enter.

I think this problem was fixed in LibreOffice 6.2.1.2

Thanks for the responses.

I have opened in safe mode, and the problem remained, but what I have not found
is that this version of libreoffice acts differently from what I am used to.

In previous versions, once I made a change to either the width or height of an
image with the "Keep ratio" box chosen, the other parameter would automatically
change as I entered the new dimension.

With this version, the other parameter only changes if I click or tab away from
the dimension I am changing.

This happens whether I am in safe mode or not.

I hope my explanation is clear.

Thank you for reporting the bug. To be certain the reported issue is not
related to corruption in the user profile, could you please reset your
Libreoffice profile (https://wiki.documentfoundation.org/UserProfile) and
re-test?

I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the issue is still present
