Regarding the ellipses: "If the text that follows the ellipsis continues the same sentence, the word after the ellipsis is not capitalized. If the text that follows the ellipsis begins a new sentence, it would be capitalized.", according to thepunctuationguide.com. So I think there are different opinions about "sentence". As far as I know an ellipse can't close a sentence (if you can, please give me an example). So for me LO works as expected. But you're right, that in most cases words are capitalized after an ellipse. So perhaps there could be an additional option. But that's an enhancement request.
