So I would say let's close it as NOTABUG. If somebody wants to propose to
rename VIEW => Track Changes a new bug report should be opened.

That's expected: the Edit -> Track Changes item is a submenu where you can do
enable/disable change tracking, accept/reject changes etc.

The View -> Track Changes item is a command where you can switch between
showing the tracked additions/deletions of the document (default), and showing
only the result of accepting those changes without actually accepting anything.

Maybe it would be better in the long run to rename the View menu command, as it
is clearly confusing to have two different menu items with the same name.

Just for comparison Word has two CT view modes for this: All Markup is showing
all tracked changes, while Simple Markup shows how the document would look
after accepting all changes.

Or perhaps it a sub-sub menu?

Please review the first image "Missing sub menu".  No arrow beside the "Track
changes" and since there is no arrow there is no way to access the sub(-sub)
menu.

Above the Track menu item you see the arrows that indicate the additional sub
menu.  You can see there is no arrow to get to the sub-menu where the
"Record/Show/etc etc. are located.

No, first image shows entries in View menu. Please check that

I apologize that it wasn't clear.

The first image shows what you see when you look in the Edit:Track Changes
menu.  There is no sub menu.

On the Mac you can also use the Search under the help menu to find commands. 
So when you type "Track Changes" into the search box, the Mac allows you to see
all the track changes menu and submenu items.  This is image 2.

Sorry, but the bug report is not clear to me

In main menu you have

VIEW => TRACK CHANGES There is no submenu, and I won't expect a submenu,
because it is only the setting to make changes visible or unvisible

EDIT => TRACK CHANGES and a submenu this is also visible in your second
screenshot. So why is it missing.

So please specify the problem and explain, waht do you expect. Thank you.

Work around is to type Track Changes in the menu "Help:Search" and you find the
submenu items.  See second image.
