P.S. This matches how Word 2003 and 2016 views it - so LO is faithfully
reproducing MSO in this case. Thus I am marking as NOTABUG.

Another problem with this table is that the first paragraph of column one
typically has "keep with next" set - which means the rows will try to stick
together.  That's why the table starts on a new page by itself.  Removing keep
with next paragraph property probably solves your problem.

Did you make that document in LibreOffice or in MS Office?
If you just create from scratch that table in LibreOffice and just save it as
DOCX, then will you see the same problem?

There is a workaround for fix it: go to Table properties, select "Text flow"
tab, uncheck "Allow table to split across pages and columns" option.
