Well, although I don't intend to do anything about this, I can certainly confirm that this problem exists, and allowing both possibilities depending on the compatibilityLevel would increase interoperability with MS Word. This is primarily a layout issue I assume. One thing to note is that LibreOffice draws the column divider all the way down the page. It happens to do so in LO because it decided to expand the column to the entire page since it includes a footnote. Take the footnote away, and the column shrinks and everything fits on one page. I would probably consider the fact that the ODT takes up two pages to be a LO bug.
