Point is that you configured the "easy-on-the-eyes scheme" for working with the document and inspecting the result, the page preview, should more or less always be a true what-you-see-is-what-you-print version. Adding an option to the preview toolbar to toggle the b/w mode on/off makes only sense if you frequently use the two modes for some purpose.
