The simplest way to describe this report is that it takes a long time to start up when Writer or Calc is never started. I think same as in older versions. Could you please try to reproduce it with a master build from https://dev-builds.libreoffice.org/daily/master/ ? You can install it alongsidethe standard version. I have set the bug's status to 'NEEDINFO'.
