Skia is a graphics engine that is also used by web browsers like Chrome and Firefox. From the user's standpoint, it can improve the performance of the interface. Skia was added to LibreOffice in 2019 and the integration is still getting polished. You might check the latest unstable version with Skia activated and see, if it is any better: https://dev-builds.libreoffice.org/daily/master/current.html Win-x86_64@tb77-TDF.
