Of course it is the culprit! Lack of win32s MFC for dev support and move to UWP for color theming, but as experimental at 7.4 and baked-in to 7.5 LibreOffice is now doing better things with what theme details Windows DE provides. To avoid issue of this and "dupe" bug 151756-- enable experimental features in 7.4, or revert to Windows 'Light' color theme with Windows 11 (at the least slide 'off' the accent colors in Personalization -> Colors [1]).
