Of course it is the culprit! Lack of win32s MFC for dev support and move to UWP
for color theming, but as experimental at 7.4 and baked-in to 7.5 LibreOffice
is now doing better things with what theme details Windows DE provides.

To avoid issue of this and "dupe" bug 151756-- enable experimental features in
7.4, or revert to Windows 'Light' color theme with Windows 11 (at the least
slide 'off' the accent colors in Personalization -> Colors [1]). 

It is fixed in 7.5

reach panel in system settings

Inconsistent behaviour:
I started W11 in dark mode and loaded LO: its menus are normal, black-on-white!

The simple solution would be always to show menus in their traditional form,
regardless of the Windows background choice.
But it would be better to respect the user's preference for a dark background
and show menus black-on-white if Windows background is dark.

Looks to be a duplicate of bug 151756 same workaround--slight diff Win10 ->
Win11 GUI

Either set LO 7.4 Tools -> Options -> Advanced to Enable experimental features
mode, or of setting off the Win11 Personalization -> Colors option: 'Show
accent colors on title bars and windows borders'.

At 7.5 Win os/DE color handling improves.
