Can you please test again in a recent version of LO (7.5.7+ or 7.6.2+), and report back, pasting here the full version info from Help > About LibreOffice? I think that might be because the numbering styles might have changed with LO update for file a.odt and file b.odt, which might have caused the numbering not to be followed given the sections (I am attaching these files again).
