I tested under 4.1.1.2 and can confirm it is still broken.

>From my testing, it only seems to affect Draw objects (arrows, boxes, circles,
etc...) that are anchored to other objects.  I could not reproduce this
behavior with other objects (other frames and inserted pictures).
