Yes, in ODF 1.4, all places where in ODF 1.3 an background-image is usable will
allow all kind of the background fills we know from shapes. Those places
include page, header, footer, paragraph, section, table cell, table row and
table.

For page, header, footer and paragraph it is currently written in extended mode
as  element as child of  element. In ODF
1.4 it will be a new  element as child element of
 or of , for example.

The current version of ODF 1.3 doesn't let you use gradients (a smooth blend of
colors) for individual cells or entire tables. This is true for both tables in
Writer and tables in Calc. If someone wants to improve this feature, they have
to come up with a plan on how to change the file format to allow gradients.
It's best to come up with the concept first before actually starting to work on
implementing it.

The current ODF 1.3 does not allow gradients for single cells and not for whole
tables. That is the same for tables in Writer as for tables in Calc. So who
wants to work on this, needs to come up with a concept, how to extend the file
