I have retested this with version 5.1.2.2
(Build ID: d3bf12ecb743fc0d20e0be0c58ca359301eb705f)
under Win 7 Pro (v6.1.7601) and the problem still persists.
The behavior is exactly the same as described in Comment 1, including the
variations listed there.

To make sure we're focusing on the bugs that affect our users today,
LibreOffice QA is asking bug reporters and confirmers to retest open, confirmed
bugs which have not been touched for over a year.

There have been thousands of bug fixes and commits since anyone checked on this
bug report. During that time, it's possible that the bug has been fixed, or the
details of the problem have changed. We'd really appreciate your help in
getting confirmation that the bug is still present.

If you have time, please do the following:

Test to see if the bug is still present on a currently supported version of
LibreOffice (5.0.5 or 5.1.2 https://www.libreoffice.org/download/

If the bug is present, please leave a comment that includes the version of
LibreOffice and your operating system, and any changes you see in the bug
behavior

If the bug is NOT present, please set the bug's Status field to
RESOLVED-WORKSFORME and leave a short comment that includes your version of

 4. Click on the slide in the Slide Pane, press Ctrl-C, then press Ctrl-V to
 copy it.  Click on the new slide.
 5. In the Tasks pane, click on the line in the list under Effect Wipe. 
 Notice that the Speed is now Very fast.  *ERROR*  (Back in the original
 slide, the Speed is still Slow.)
 6. Save the presentation, then close it.  Open it again.  Look at the
 animation speed of the line in the first slide.  It has changed to Very
 fast.  *ERROR* 

Confirmed with:
LO 4.0.0.2
Build ID: own W7 debug build
Windows 7 Professional SP1 64 bit

I should have noted that the original slide (before saving), which still claims
to have a speed of Slow, actually displays its animation very fast.  Thus when
the slide is copied, or the presentation is saved, and the Speed is changed to
Very Fast, that is a correct representation of the animation speed.  It's the
word Slow on the original slide that's wrong, and the fact that it can't be
changed.
