I think could be good to look in the documentation for Calc:

or in the program help to know about how dates are used in the spreadsheets.
Dates are kept as integer values in the cells, and zero as default for calc is
1899-12-30, this is set up in Menu/Tools/Options/LIbreOffice calc/calculate.
This is the reason to see this date on a cell formatted as date with zero as
value.
There are functions to know if a cell has some value or is empty as ISBLANK().
The cell format only use the cell value no interact with it.
I think this is not a bug, works as expected. If you are not agree please
reopen it.
