Not sure if it is a bug. Indeed the short name plays a specific role as it is made clear by the edit dialog in which the short name entry is used to go through the bibliography list. I agree. I see reasons for the rename to apply to just a single bibliographic entry/reference as well as reasons for the rename to apply globally. Perhaps in an ideal world, one could select whether one wanted to apply the change globally or just to a single entry.
