upgraded to 4.4.2.2 and the problem went away. so it seems only to be a problem
in (at least) 4.3.7.2.

that works for me.

I was not able to reproduce.

Set coordinate origin by dragging from the top left corner of the rulers.
Insert - Insert snap point/line. Type - Horizontal.
Negative values produce lines at correct locations in the y axis.

Please try with 4.4.x.

Set to NEEDINFO.
Change back to UNCONFIRMED, if the problem persists in 4.4.x. Change to
RESOLVED WORKSFORME, if the problem went away.
