(even on the German keyboard cmd+shift+ß) opens the help / user guide. So yes, we should change the default on macOS. The help opens for that application. Even Opera Software's Opera12 opens a web page explaining how to use the browser. In LibO4.4.3.2 nothing happens when hitting Cmd-? Instead, Cmd-? opens the help menu and puts the focus to its search field. From that search field, all menu entries can be searched.
