This only happens with the GTK3 backend. If LibreOffice is started with
SAL_USE_VCLPLUGIN=gtk, the problem is not present.

Not reproducible on Windows 7sp1 64-bit en-US with dual monitor
Version: 5.0.0.5 (x64)
Build ID: 1b1a90865e348b492231e1c451437d7a15bb262b
Locale: en-US (en_US)

 Tips (or Extended tips when installed and set active) appear in the general
vicinity of the mouse pointer -- or if applicable to whole frame with focus,
somewhere in the frame.

If mouse cursor is positioned near edge of monitor panel the tip does extend
across and into the adjacent panel. But not the detached tips shown in screen
cast of OP.

Launching on secondary panel as shown in screen cast does not change things
on Windows.
