The problem seems to be solved. My recent version V5.1.2 release also does no
longer show the bug.

Not reproducible for me with Version: 5.1.0.1.0+
Build ID: 9be39a75053be54214efd1fc4c2811913659c30e
CPU Threads: 4; OS Version: Linux 4.2; UI Render: default; 
built at home under Ubuntu_15.10_x86-64

Cell range is available in the dropdown list under "Allow:" and choosing Cell
range enable the Source text field and its associated button "Reduce"

There must be a command line option I expect.
But turning off in the UI is the normal way.
In 5.0.4.2 for Windows OpenGL is not enabled by default.

I deselected 'Use OpenGL for all rendering (on restart)' and restarted, but
this did not change anything with respect to the flaws in using the UI I had
noticed (others, not yet reported, in addition).
Is there an aditional way to expressly forbid usage of OpenGL?

I first found the vlidity dialog simply not working.
Now I see that the behaviour is more complicated.

Steps to reproduce:
1. With V5.1.0.0beta1 Calc create a new spreadsheet document (1 sheet).
2. enter som numeric values in A1:A3
3. Go to B1.
4. > 'Data' > 'Validity' > 'Allow:' > (choose) 'Cell range' 
Expected: "Cell range" shows up behind "Allow:", Entering the range is offered.
Actual behavieour: "All values" still shown, 'Source' not enabled 
5. 'OK'
Conspicuous: The 'DropDown button' appears next to B1.
6. Open the 'Validity' dialogue for B1 agai.
NOW the 'Source' control is enabled. Cell range can be entgered or selected.
7. Test some additional options under 'Allow:'
The behaviour is most similar to the above described in every case.
8. Enter B1 again and try to choose 'All values' under 'Allow:'
NO reaction first, but after OK the command proves to be obeyed.


Conclusion:
The bug might better be titled:
Data Validity dialog does not accept a choice CLEARLY. Options only allow
enterimg parameters on a second run of the dialog.

That is the same as I noticed and have described in bug 96119.

Workaround: use the arrow keys to select an item.
