Chris Sherlock committed a patch related to this issue.
It has been pushed to "master":

tdf#85761 vcl: JPEG export does not save PPI values correctly

It will be available in 5.2.0.

The patch should be included in the daily builds available at
http://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. More
information about daily builds can be found at:
http://wiki.documentfoundation.org/Testing_Daily_Builds

Affected users are encouraged to test the fix and report feedback.

You have to set first the resolution and then the size. Then correct number of
pixels is generated. The dpi information in the png-file is correct for me. The
dpi information in the jpeg-file is wrong. That is already tracked in bug
85761.

The same for png. DPI value does not affect on anything (but should affect on
resolution). Only changing resolution values affects on resulting image

Think the DPI with jpg's was set to 96, to fix some other issue in bug 65695
