If it is the later, it might be worth seeing if any of the edits to the font over the years changed its line spacing (I recently did touch them, but just to unify the various parameters, some of them were obviously broken). It might also be possible to set the bullet style to have a fixed and very small line spacing so that it is always smaller than the text font. I can’t reproduce this issue here; I see no line spacing differences in the attached document.
