Isn't the default initial state of a bug tied to the reporter's canconfirm permission or somesuch, NEW if you have canconfirm perm, UNCONFIRMED if not? You are right, and this is the root of some misunderstandings reviewing bugs, because one can think this status was established by the reporter, what it is not true. Please can some admin restore the default to UNCONFIRMED.
