Modern design language avoids borders wherever possible so for quite a lot of people it would cause a lot of unnecessary work. Defaulting the Chart OLE to show a border--when it is not otherwise needed becomes a nuisance to efficient layout. Otherwise, as with having to externally edit other graphic/image types, you would have to reenter the OLE Chart object and turn the border off. As for my opinion, I don't think this enhancement should be implemented.
