That is the same action as present in Draw on the Standard toolbar as default for the Effects group button. And in Impress on the Drawing toolbar. It would be reasonable UI to provide similar mouse click toggle of the rotation mode for Writer and Calc shape objects. In addition to mouse movement of a selected object handle, Ctrl+Tab/Ctrl+Shift+Tab to move between the object handles, and cursor key movements already correctly perform the rotation once you reach rotation mode. If no other panel is selected from the Tabbar, an F11 would close the Sidebar. I think the logic is already in as we did the same to fix this issue when the sidebar was undocked, so all we'd need to do is extend it for when it is docked. One can make an argument for UI enhancement that the cell/row/column selection, insertion, and deletion should respond the same between Cells and Tables--the fact that we use the same .uno command names and icons just strengthens the argument for consistent behavior.
