Impress and draw have the easy ability to rotate a shape by clicking on a shape
after it has already been selected. This feature would be a useful addition to
Writer and Calc to unify this behavior amongst all the apps.

Presently we have an insert row below command (.uno:InsertRows) and insert
column right command (.uno:InsertColumns) in writer but we also need commands
to insert row above and insert column left, primarily for use in the table
context menu.

Ideally the new commands would be name .uno:InsertRowsAbove and
.uno:InsertColumnsLeft.

Shape objects in Writer and Calc are already exposed to a Rotate
.uno:ToggleObjectRotateMode action on the Drawing Object Properties toolbar. 

That is the same action as present in Draw on the Standard toolbar as default
for the Effects group button. And in Impress on the Drawing toolbar.

It would be reasonable UI to provide similar mouse click toggle of the rotation
mode for Writer and Calc shape objects.  In addition to mouse movement of a
selected object handle, Ctrl+Tab/Ctrl+Shift+Tab to move between the
object handles, and cursor key movements already correctly perform the rotation
once you reach rotation mode.

Additionally, Rotation is such a common action--it would be useful if a global
shortcut could be implemented that would either toggle into objects rotate
mode, or as in case of Image inserted into Writer offer a dialog of 90 deg
rotation button actions.

In calc, if you select multiple rows or columns of a sheet and insert
rows/columns, it inserts an equal amount of rows/columns as to what has been
selected. But this behaviour isnt available in writer's insert commands
(.uno:InsertRows, .uno:InsertColumns) in the table toolbar.

 The correct UI behavior is to differentiate how the accelerator is being
 launched and test status of Sidebar--if fully closed (not just hidden), with
 F11 the Sidebar Deck would open to the Styles  Formatting content panel. If
 no other panel is selected from the Tabbar, an F11 would close the Sidebar.

I think the logic is already in as we did the same to fix this issue when the
sidebar was undocked, so all we'd need to do is extend it for when it is
docked.

 Note: While we have F11, F5, Alt+V Alt+G, each set of content panels for the
 Deck need Short Cut/Accelerator assignments, see bug 84502

Well F5 doesnt activate the sidebar. :D

As Calc sheets/cells/rows/columns are completely different data objects to
Writer table/cells/rows/columns there is nothing wrong or unexpected with the
current state of the UI.

One can make an argument for UI enhancement that the cell/row/column selection,
insertion, and deletion should respond the same between Cells and Tables--the
fact that we use the same .uno command names and icons just strengthens the
argument for consistent behavior.

But folks should be aware that would require considerable rework of either
Tables or Sheets or both to bring them in line.
