Don't see many users creating headings without outline levels. And if so it's likely intentionally to make the heading not appear in the table of contents- and likewise not in the Navigator. Same happens just to have a relative linked document without any changes. LibO will always ask to update the source documents whenever you open the target. I just constructed a small sheet which should have demonstrated what I was suggesting and it now performs as I would have expected from the suggested enhancement.
