You can also protect the content. And moving the imagine into the background
makes it hard to select -- or easy to select the text in the foreground.

You can also put an image into the page background.

Don't see the need for an enhancement. If you think there is room to improve
feel free to reopen. And please add a use case.

In Writer, we can use "Protect Position and/or Size" on objects (for images,
right-click > Properties > Options; for drawing objects, right-click > Position
and Size > Position and Size).

However, I don't think it's possible to make the object unselectable like one
can lock layers in Draw.

Tested with:

Version: 7.5.4.2 (X86_64) / LibreOffice Community
Build ID: 36ccfdc35048b057fd9854c757a8b67ec53977b6
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: en-AU (en_AU.UTF-8); UI: en-US
Calc: threaded

I'm unsure about the use case: why would one have an unselectable _overlapping_
graphic? Something with a certain amount of transparency?
