Or a simple entry on the View menu? We've needed something better... Maybe a refactoring of the rulers to provide a contextual pop-out (size, location and function) in a frame linked to the canvas to hold the rule elements and layout controls. Could then call with mouse hover/contextual menu, or with global short-cut key(s) [one each for vertical & horizontal]. The "ruler"(s) would be linked to corresponding position (y-axis or x-axis) over the canvas, could be resized in length and repositioned perpendicular to the axis being controlled to get it out of the way. In use, movement of control widgets in the rulers would link to layout elements on the canvas.
