Why is this interesting - yo would have to find an IR mouse with the IR port on the left side of the mouse (not the top), or use a mouse with the laptop facing to the left of you. I suspect that is simply where the space was available, and may have something to do with making the IR ports available when the laptop is in a port expander. If the IR port were in the back, that would be hard. I think putting the IR port on the right is simply a convention that goes back to machines as early as the HP 200 LX palmtop, and also a concession to the fact that the IR portsa re typically used for computer-accessory connections, not laptop to laptop networking.
