Sorry for beeing quiet about this bug, i forgot to send a message to the 
list...
Now just for the records: This problem is fixed in CVS.

Indeed the config files are being created, but CVS version needs the 
upgrade-1.3.sh script to be run on them.

In the cvs version you can't create a new profile, because, some code is 
missing (IIRC, i saw somes TODOs in CUserManager::Load the code the other 
day)

Anyway, you also need to use the -pkde-gui flag.

Seems like a bug to me. Licq can't start if you don't have a valid licq.conf?
