No, there isn't.
Usually such problems are temporary server problems that we cannot do anything 
about.

Wait a little time and see if it solves itself.

Using Licq & KDE plugin 1.2.7SSL on a Debian machine, offline messages seem to 
work as as they always have for me. Perhaps temporary insanity on the server 
side?

It doesn't work for me either, just tested w/ a friend. This is amazing, maybe
a new (or temporary?) behaviour from ICQ servers (I use login.icq.com). It
would worth trying w/ some other ones..

Hmmm I'm not aware of any option to enable or restriction in LICQ..
