Aha! Indeed the error occurred much earlier. It said that the file
epsf.tex was missing. After installing the Ubuntu package
texlive-generic-recommended, it works fine. Thanks for your help!

The actual error is probably about 50-200 lines above the end of
the build.  I'm guessing a font error here, with admittedly very
little evidence to go by.  (hence the "guessing" :)

Try
  make web &> log.txt

P.S.: Why do I always need multiple runs of 'make web' before it
finishes? In between, it quits several times without really giving any
hint of what's wrong. I suspect that creation of the pdf files is
somehow broken, since a typical error message looks like this:

Output written on lilypond-program.pdf (45 pages, 325420 bytes).
Transcript written on lilypond-program.log.
/usr/bin/texi2dvi: pdfetex exited with bad status, quitting.
make[3]: *** [out-www/lilypond-program.pdf] Error 1
