Several people on the list have requested the opposite, namely to
move the volta brackets above the chord names. If you want that
solution, take a look at
http://lilypond.org/doc/v2.2/input/test/out-www/collated-files.html#volta-chord-names.ly
If you want to keep the volta bracket below the chord names, it's
probably better to move up the chords slightly than to lower the
brackets. To do that, you have to change the minimumVerticalExtent
of the ChordNames context. See

but don't forget to check the default value for ChordNames at
