I think you're looking for custom staff-staff-spacing.padding

You can do so by modifying the staff-staff-distance property either
globally or for the staff in question.

\new StaffGroup \with {
 \override StaffGrouper.staff-staff-spacing.padding = #0 %adjust
to you needs
 \override StaffGrouper.staff-staff-spacing.basic-distance = #1
%adjust to you needs
} << 
 \new Staff { c'1 }
 \new Staff { c'1 }
