I've gone through the process to set up DKIM, SPF and DMARC and last I checked
I had it right, but things keep evolving...

This past week I've had a couple of clues that things also broke too though, so
I have to start digging again.

I've asked a number of subscribers to mailing lists on my server to choose an
account *other* than yahoo because they've broken all mailing lists, including
those run by the IETF (ironically).

I had an issue where my domain name provider did not maintain their machine's 
reverse DNS in a timely fashion.I am with a different provider now, who also 
provides web hosting.
Replies are sent to my email address at echlin.ca and bounce if the email 
server at the DNS provider does not have the correct reverse dns.
This was important despite the fact that all my email messages originate from 
yahoo.Not sure if this is relevant to your problem.

The reverse DNS is also mentioned in the Google help page. Your reverse DNS 
seems to be wrong.

Most likely SPF is broken and Google is complaining.  The only way around
this is to use SRS (Sender Rewriting Scheme) on your end; Google (!) it.
SRS is a bit of a bear to set up.

Frwarding mail to a machine outside of your control is essentially
broken due to relatively widespread adoption of SPF and DMARC, despite
the fact that those protocols have done nothing to reduce spam or
effectively improve email security. :(  Welcome to 2019.

My fallback is to not forward and set her up with a mailbox, but I'd
like to understand why it's failing. I don't see how any of the above
methods could work as all sending domains would need to set them up,
which is not practical. I don't see what google is accomplishing here
beyond pushing people to other services.

It might be overkill, but if the business has email requirements that 
grow beyond forwarding the mail for a single email address, you might 
consider installing mailinabox on that virtual server (or another one). 
It will handle the email nicely and the management interface is simple, 
so you could probably pass it back to your sister. And it will handle 
the use-case of forwarding mail to GMail.

how Google scores an email to block spam, maybe one of the authentication 
systems above would be adequate. Or maybe they are all required.

Have you tried forwarding to a yahoo account? It might be easier.
