(I still find it hard to believe that CICS and IMS don't speak TCP/IP for printing.) If you want to install and support your own, there was a package called SNAPRSIM written by Bruce Crabill on the 1998 VM Workshop tape. The price tag. The last time I looked at it, we just couldn't afford it. I can't go into many specifics, but it was going to be almost a million for the first year and 200K for every year after.
