At least that is the way it is supposed to work. CP SAVESEG creates a DCSS and stores the information in the spool. As long as you your system is COLD or WARM started, the DCSS will be there at IPL. If you come up CLEAN or you FORCE start with a spool volume offline, then the DCSS will go away.
