What is "VM00 Adjustment" in /proc/sysinfo

In /proc/sysinfo, there is a value called "VM00 Adjustment" and "LPAR 
Adjustment", what is this Adjustment value for and how is it set for each zVM 
guest?

You need to (carefully) read the Principles of Operations for information
about the "CPU-capability adjustment factors" returned by the STSI
instruction.  That is all the documentation there is.
