Oops, you're right HZ is 100 not 1000.

HZ is 100 on s390 so the granularity is 10 milliseconds.

itimer is based on jiffies, so the granularity should be 1 millisecond
(HZ=1000/s) in kernel space.  I haven't tested this, though.  Are you
seeing something different?
