While I did not read the following in full, it does look like a good 
description of migration path from Windows to Linux:

This is a valuable reference for Linux advocacy, as it highlight linux 
and OFSS primarily on technical merits.

we've collected many of this publications at whatsup, some of them with
some commentry and backgrounders, availbale here:

or in the news section, typicaly under "OSS In Government".

There are at least two simialr papers. One by IDA (for the EU) which is
less interesting in parts:

based on work by Erisa (couple of workshops, e-mail interviews and
interent research). 

Another one is by the Danish board of technology which was released in
English recently:

They all cover OSS deployment strategies mostly from a very neutral
point of view.

Indeed! that's a really good Linux advocacy. 

Now we need an Israeli version of such a document ... 
Only an Institutional effort can bring such a huge document. 

Is it one of the goals of the project "Mimshal Zamin" ??
