Several municipalities maintain a special place for disposal of used electronic equipment for recycling. In Petah Tikva (my city), for example, there is a container in Gisin St. (I don't remember the exact house number) for this purpose. I have been using it for disposal of my old electronics during the last few years. There is a sign saying the site is now at a school on the corner of Etzion and Hazohar streets (in Raanana, of course). It is a municipal site, so I don't know if they accept electronic junk from everyone.
