Also their implementation has been strengthened. Now various hotpluggable pseudo adapter drivers (e.g. ieee1394/sbp2) want to be able to call them within the scsi subsystem. When they were first added, I think the author wanted to dissuade people from trying hotplugging on simple SCSI parallel buses.
