The upcoming 2.0 version will allow much better support for integrating features like this into the liquibase life cycle. For now, the best option may be to create a custom change class (http://www.liquibase.org/manual/custom_refactoring_class) that wraps the generation of your exec statements nicely. You will have to add it to the end of each <changeSet> if you need it to run on after each changeset, however.
