The upcoming 2.0 version will allow much better support for integrating features like this into the liquibase life cycle. For now, the best option may be to create a custom change class (http://www.liquibase.org/manual/custom_refactoring_class) that wraps the generation of your exec statements nicely. You will have to add it to the end of each if you need it to run on after each changeset, however. Add a changeset at the end of the changelog with the runallways attribute.
