You still can save them as templates via the method below, but I recall the
reason that the admin link for saving a template was disabled for
publishing pages was something to do with a dependency on site columns or
site content types that do not come across with a template. Sorry can't
recall the exact reason, but it was something alone those lines.

I'm not sure if I've done it correctly but I've done it!

 

This is what I've done.

 

. I created a publishing portal.  

. Then I created a new page (Home.aspx) with a customised page
layout (CustomPageLayout.aspx).   These custom page layout has only the
title and page content.

. Change the default page to Home.aspx 

. Then save the site as template via ./_layouts/savetmpl.aspx as as
Save as Template option is not existing in Site Settings.

. Then I create a site using the site template above

 

Your newly created site will have Home.aspx as the welcome page.  If you
want to have default.aspx as the welcome page, you have to create a new site
definition.

 

My 2 cents.

Thanks Maria

 

After creating the site, I created a new page from the page layout.
Deleted the default.aspx page and renamed the new page to default.aspx.
This worked for me thou some bits are missing. I can add the missing
bits as long as I am not getting the error message.

I am trying to save Publishing Portal and Collaboration Portal sites as

Save Site as Template is not supported for Publishing sites :

templates for publishing sites is to use site definition templates.

Unfortunatelly the answer for this question is: saving publishing enabled sites 
as a template is not supported and it does not work. You cannot use this option 
to create new sites. Instead you should create site definitions (..\web server 
extensions\12\template\SiteTemplates) and provision the new site based on such 
a site definition.
Update April 24th, 2008: The same statement applies if you save the template 
from SharePoint Designer. Also not supported.

Is the first page of your site using a Welcome Page page layout?  If not then 
that could be the problem.
